RAMONA, San Diego County — October 27, 2026. A proposed residential development at 915 Ninth Street could create 88 single-family lots in the unincorporated community of Ramona. San Diego County has opened environmental disclosure on the application, with comments due by 4 p.m. November 17, 2026. This is a proposal under review, not an approved or completed neighborhood.

What the plans show

The county’s public project page describes a 19.65-acre site covering three existing parcels. The application includes a tentative map, site-plan permit, roadway vacation and a request using California’s density bonus provisions. Besides 88 residential lots, the project proposes 12 lettered lots intended for private streets, utilities, drainage and open space.

The applicant proposes 11 deed-restricted income-restricted homes, including eight for very-low-income households and three for moderate-income households. Those figures come from the application as summarized by county planning officials and should not be described as units already funded, sold or occupied.

Road access and neighborhood design

New private streets would connect to Ninth Street. The county says a portion of Tenth Street would be vacated for regular traffic and retained as gated emergency-only access. Plans call for frontage upgrades, grading, water-quality systems, drainage and stormwater controls. An existing home would remain, while an older barn would be removed.

Water and wastewater service are proposed through Ramona Municipal Water District. A service proposal does not eliminate the need for permits, connection approvals or separate utility conditions.

Public review is open

The county lists a disclosure period from October 15 through November 17, 2026. Project documents include the tentative map, architectural plans and technical studies covering fire protection, drainage, traffic, noise, biology and other topics. Residents can examine the full file before commenting on the proposal.
